La nueva convocatoria de Estancos cada vez está mas cerca y desde Estanco al día, queremos indicar una serie de hitos, que marcarán el devenir del próximo concurso-subasta de Estancos.

  1. Debemos recordar que el último concurso público de Expendedurías de Tabaco y Timbre del Estado, se produjo el 30 de julio de 2003, es decir hace 19 años no se convoca ningún estanco nuevo. Pinche aquí si quiere ver el último concurso de expendedurías. 
  2. Desde hace varios años se viene manejando desde el Comisionado del Mercado para el Tabaco, la convocatoria de nuevas expendedurías, con el objetivo de cubrir el servicio en aquellos lugares donde o bien se «perdió»  la licencia (municipios pequeños) o bien se crearon nuevos barrios por el crecimiento demográfico (municipios grandes)
  3. Durante el mandato del Presidente, D. Juan Luis Nieto Fernandez  quedo preparado un concurso de nuevas expendedurías, habiéndose efectuado el trabajo de campo, para su posterior publicación a primeros del 2015.
  4. Finalmente este concurso no llegó a ver la luz, por los problemas políticos de turno.
  5.  El 19 de julio de 2021, hacienda publica el Plan de Objetivos de la Subsecretaría de Hacienda, donde se desgranan los objetivos que persiguen desde el CMT y entre ellos cabe recordar lo que trasmitió el órgano regulador:
    • El CMT desea impulsar la red de expendedurías de tabaco y timbre del Estado para adaptarla a las necesidades de la población y a los cambios demográficos que se han producido durante las últimas dos décadas, especialmente en aquellos territorios en los que se detecte que el servicio no está adecuadamente cubierto.
  6.  El 8 de Diciembre de 2021 El Ministerio de Sanidad ha redacta un borrador en el que propone «antes del año 2023» incrementar los impuestos de los cigarrillos y sus derivados, aumentar los lugares libres de humo para que no se pueda fumar en los coches o fijar un empaquetado genérico en las cajetillas.
  7.  Durante este primer trimestre de 2022, El Ministerio de Sanidad ultima una reforma de la ley del tabaco.
  8.  El pasado 20 de Abril de 2022, se ha publicado la obligación de comunicarse por medios electrónicos en el procedimiento de concesiones para las subasta de Expendedurías de Tabaco y Timbre del Estado, paso previo y necesario para la publicación de la 1ª Convocatoria de Estancos. Pinche aquí. 

Por todo lo expuesto, podemos anticipar que durante el desarrollo de este año, se convocarán los primeros estancos mediante subasta, por una parte licencias complementarias para cubrir las «pérdidas» de Expendedurías con el paso de los años en municipios pequeños y por otra parte, licencias  generales en municipios de alta densidad, producidos por el cambio demográfico sufrido durante estos últimos 20 años.
